
Waco Housing Authority & Affiliates Welcomes Dion Roberts as Director of the Housing Choice Voucher Program
Waco, TX — The Waco Housing Authority & Affiliates (WHA) proudly announces the appointment of Ms. Dion N. Roberts as its new Director of the Housing Choice Voucher (HCV) Program, effective October 13, 2025.
After a competitive search and extensive interviews, WHA President and CEO Milet Hopping shared,
“Dion’s proven leadership, program expertise, and vision for equitable housing make her an outstanding choice to guide our HCV program forward.”
A disciplined leader and U.S. Army veteran, Roberts brings over eleven years of housing program management, compliance oversight, and public service experience. She began her housing career in 2014 through an HCV apprenticeship at the Housing Authority of New Orleans and quickly advanced to the Fraud Division, where she played a pivotal role in identifying and preventing program abuse.
Since then, she has led high-performing teams and collaborated with major housing authorities across the country — including New Orleans, San Francisco, Washington D.C., Columbus Metropolitan, and Chicago — earning recognition as a trusted and transformative leader.
Roberts holds both a Bachelor of Arts and a degree in Business Administration, with advanced certifications in Artificial Intelligence, Business Strategy, and Machine Learning. She also maintains specialized HCV credentials in Rent Calculations, Housing Quality Standards (HQS) Inspections, and Program Management.
As HCV Director, Roberts will oversee core operations while driving culture transformation and continuous improvement, focused on advancing housing stability, promoting equity, and strengthening trust with staff, partners, and families.

About the Waco Housing Authority & Affiliates HCV Program
The Housing Choice Voucher (HCV) Program serves more than 2,700 families in McLennan County and administers vouchers as managing agent for Hill County and Somervell County.
The Hill County Section 8 Office assists residents in Abbott, Aquilla, Blum, Bynum, Covington, Grandview (Johnson County), Hillsboro, Hubbard, Irene, Itasca, Malone, Mertens, West (McLennan County), and Whitney, while the Somervell County Section 8 Office serves families in Glen Rose.
The HCV Program helps income-eligible families rent safe, decent, and affordable housing in the private market while promoting self-sufficiency and community partnership across Central Texas.
